EEA Family Residence Permit for Parent

Hello
I am a British citizen. I have a full time job. My brother is a German national and has been living and working in the UK for 6 months. Our mother, who is 75, is on a 5-year visiting visa and she is currently in the UK. She normally lives in our home country on state pension and on money I regularly send to her. There is currently a civil war in my home country and airports are closed. My mother will not be able to live there or cope with the current situation there.
From what I have read so far, I believe she would have better chances if we apply for EEA Family Residence Permit through my brother. The problem is we cannot prove that she is financially dependent on him. Is the war situation a good reason for her to have residence permit?
