EEA Family Permit For Non EU Family Members - Yes or No?

Haven't been here in a long time... My question is about the McCarthy ruling which is supposed to have taken effect in April 2015. Has anyone since, successfully entered the UK with their EU Card and passport only, minus the Family Permit? Are the Border ECO's aware of this 'new' ruling, or is it still a hassle to enter? Thanks.
