Apply for EEA Family Permit with Spouse

HI,
I'm an Australian national who is marrying an Irish national in September and wanting to move to the UK together.
Firstly, am I eligible for the EEA Family Permit (I'm also only 20, and I heard you have to be 21)?
Secondly, what is the earliest date I can apply? Do I have to apply after we're married?
Does he need to have work there before I move over, or can we go together?
And lastly, am I strictly limited to stay/work there for the 6months? What are my options once the 6months is up.
