eea rc

Hello everyone! I jut have some quetions all insigts would be much appreciated. Here is our case
I am a german citizen, living in manila, phil. My unmarried partner of 13 years ( we have 3 kids together) was able to acquire eea family permit. We arrived together in uk june 29th, 2015. His employer in manila has an office i uk and offered him a position. His eea fp visa is valid until october. My question, we both need to apply for eea rc however, i need to be living in uk for 3 months. We have just arrived and his eea fp will be expired by the time i have been here 3 months. So i need to apply for it asap. Secondly, since his offer from his employer came first before i can have time to look for a job, will this affect our application as i have read that the eea needs to have a job and not be a burden to public funds. Lastly, can anyone suggest where i can apply for comprehensive sickness insurance. Also what documents do we need to submit in order to have a successfull residence certificate application.
