EEA EFM or FLR FP

Good Morning Guys,
My story is a bit complicated.
I currently have DLR ( FLR FP 10 yr route as I am a parent to a British child and a child with continuous stay (7 years in the UK).
My partner however is an overstayer, his mom and sisters are all French nationals.
What application can he make as his mom is currently not in employment and relies on us at the moment. His sister is also not in employment as she has gone back to Uni.
Not sure of her past employment history as for the time I know her ( last 8 years she hasn't worked a day in her life).
I currently work and make enough to have support my family. But I am clueless as to what we can do as I have asked 3 solicitors for advise and we have been told that there is nothing they can do to help.

I don't know why the solicitors say there is no way for him.
Is the British Child the child of your partner?
I know your partner's mother is not working, but has his sister been working, and if yes for how long?
I believe I may have advised your partner in another thread.

Thank you for your email.
I think you may have done.
No the British child is not his child and neither is my first daughter but he is the only person my youngest child knows as being her Dad.
Yes his sister has worked here previously.
She stopped working in 2014. She came to the UK in 2000.
We have gone to 3 different solicitors who told him that as his mom is not employed there is no hope for him.

How long has your relationship lasted?
I believe he has much straight forward path to residence through his french mum , than on the basis of you.
However it has to be established for how long your partners sister was working and if their mother was dependent on her , and if as a result , she has acquired the right of Permanent Residence.

She has worked continuously for over 10 years and yes his mum was living with his sister looking after the children.
We have also been together previously for 8 years and broke up for a year and got back together in 2013.
Can you recommend any firms we can use or do you offer any services?
