EEA Family Permit but EU Spouse is stay at home mom?

Hello,
I am an American living in Germany with my German spouse and we wanting to move the UK so that I can look for work but we are unsure how to proceed with a residency visa.
From what I have read on the UK immigration website, my wife needs to be a 'qualified' person in order for us to be eligible for a UK residency card. Our biggest issue is what qualifies as self sufficient?
My wife is a stay at home mom, but I receive a retirement from the US and we have a large savings. Is it possible for her to qualify as self sufficient if I am the one receiving a retirement?
