Do I have to apply for PR before Residence card expires

Dear all,
Actually my 5 years Residence card will be expired on 23rd September, 2015. My question is:
Do i have to apply for permanent residence before Residence card expires.
Or I can apply for permanent residence after Residence card expires on 23rd September, 2015.

On what basis are you in UK?
A RC is optional (for family members of EEA nationals).
You don’t need to apply for a residence card as a family member

Note You don't get granted PR by getting a PR card;
it's a confirmation of
settled status but it is optional to apply for a PR card.
If you believe you have automatically acquired PR in UK you can apply for a PR card as confirmation (once you have met the requirements & can provide the evidence).

Thanks all for reply..I need my passport in November. As my Residence card expires on 23rd September, Do I have to apply before that or I can apply on December this year.
