Germany Route

Hi
My wife (British) and me (south African) are looking at moving to Germany next year. Our initial plan was Ireland but she has family in Germany that convinced us t go there rather as they can help support us.
Should I apply for a "tourist" or "joining family member" visa? And will the surrinder singh process be the same once in Germany as apposed to Ireland? We are both currently in SA and plan on traveling to the UK next April for 2 weeks then Germany after that. We will be arriving together
