EEA Family permit Online app- sponsor details??

Dear all,
I am helping a friend with filing in the application form for the EEA family permit. He is 24 years old and has lived in the UK since 2006 and is a Dutch national. He got recently married and would like to bring his wife over to the UK. He is a full time final year student at university.
however, I am not really sure what to fill in for the following:
sponsor details
are you being sponsored by a person or company?
will he need a medical insurance? even though he came to the UK when he was about 15 years old and is now 24 at university?

Interesting question whether friend has automatically acquired PR by now?
Does he have a PR card?
Does he have a RC issued in or before 2012?
As a student has to hold CSI to be considered to be exercising treaty rights does he have valid NL EHIC card for each past year as Univeraity student?
If he does not already have settled status (PR), nor holds EHIC/CSI both he & wife will need to be covered by CSI (possibly EHIC) from now on for PR clock to be running.
There is a possible exemption from CSI based on transitional arrangements from 2012;
it depends on having a RC from that time.

Thank you for your reply. He hasnt got a PR card, RC or Registration certificate. Do you know whether having this CSI as a student is a new rule for EEA FP?, because I went through the same route in 2012 and I didnt have CSI when I applied for my wife's EEA FP. No he doesnt have an EHIC either.
and do you know what we should fill in for the SPONSOR details part?

Hello,
Can someone please answer my question, we have filled everything else in, we are just waiting for this question:
What are we supposed to fill in for SPONSOR DETAILS. I dont know what they mean by this question because there is a seperate section on the form called EEA NATIONAL. So my question is what have you guys filled in for sponsor details- are you being sponsored by individual or are you being sponsored by a company on the online app?
so once again, my friend is a student living here in the UK since 2006, he is a dutch national. he recently got married in afghanistan and want to bring his wife over to the UK.
Your help is much appreciated

I understand the need for CSI as a student was always in place but only started being enforced by HO during 2012. Hence the transitional arrangements dating from 2012.
If no RC or CSI from those days it simply means your friend's 'PR clock' was not running back then in terms of
exercising treaty rights and accumulating time in UK towards acquiring PR (ie
settled status).
Note: If he continues in UK as a student (or self-sufficient person) be aware that to be truly
exercising treaty rights he needs to have a CSI policy (and so will his family dependents including wife).

Correction: I got the date for the transitional arrangement for CSI wrong - it dates from
2011 (not 2012)
