EEA4 for spouse

Hello,
I am a EU national which came to the UK in August 2011 and go a job in Sep 2011. In Sep 2011 I applied for a EEA1 which I got no problems. In May 2012 I married a US citizen. He applied for his EEA2 shortly after and got it without problems.
In Sep 2016 I am due to apply for permanent residence via the EEA3. Can my spouse apply for his permanent residence via EEA4 in Sep 2016 as well, or does he have to wait till May 2017 when it has been 5 years since he got his EEA2?
