if my parents need EEA family permit?

Hello ,everyone!

First of all, thank u for this powerful forum, thank you all of u ! My name is Marco, an Italian . I have self-employed business in Manchester. I work and live in here for six months, now I want to my parents come to the UK and live with me together. But my parents are not Italian ,they have Chinese passports and permanent residence card of Italy. Now I have proof of residence of UK, bank certificates of deposit, proof of work . I can afford to their economic spending in UK .It is said that they need a visa (EEA Family permit).but i found the law before:

Reference law (30.4.2004 EN Official Journal of the European Union) CHAPTER II CHAPTER III
Reference British law on immigration YES No. 345 of 2011. Immigration Act 2004 (Visas) (No. 2) Order 2011

My question is if my parents can enter UK with me together without visa according to this law?

This is the personal information of my parents:

They live in Italy , their economic depends on me.
They have over 65 years old.
Document of Italian (RESIDENCE CARD OF A FAMILY MEMBER OF A UNION CITIZEN)

As they appear to have an Article 10 Residence Card, they can travel within the EU using just that and their passport. No further documentation is needed.

But not all Stupid are aware of the rules and they may have issues at the airport. See this case.

Thank u for your reply! It is very useful. I have seen the Article 10, at the same time i have found the defination of "a family member "in the official website .it means that "a family member "include wife ,child, parents.
someone said that "a family member "include only wife and child. So i am very worried if my parents have right enter UK.

For parents, whether it is the definition of a family member I found another place, Because there is no clear written parental But it was unclear whether the correct final ? My friends, how do you distinguish?

See 7 (1) c in the first link.
(c)dependent direct relatives in his ascending line or that of his spouse or his civil partner;
That means parents/grandparents of your wife and you.

My next strategy should be: She wrote to the airline Ryanair And Annex Article 10, Description of my parents information file Waiting for their affirmation.
