To make sure you are posting in the correct forum, are you applying under the EEA route as partner of an EU Citizen or is your partner British/settled (ILR)?

Yes I'm applying under the EEA as unmarried partner of an EU Citizen (German), we lived together for more than 5 years in Ireland. We sent our documentation, plus my visa partner given in Ireland. I just don't understand why is taking that long a reply from HO. Last week completed 3 months.

I wanted to know how long is taking (average)to have a reply from HO.

You have posted in the wrong forum. I will move your thread to the EEA Route Forum as the timelines here are a completely different route and rules to which you are applying.
