SS help please

Ok so people I know have just returned to the UK via SS route ( got family permit) lady is britsh born,partner is non eu originally
would the partner need any kind of insurance as he's entered as an eu citizen ... not for now but for future if and when it comes to uk citizenship

Entering under Surinder Singh doesn't change his citizenship! He's still a non-EU national. It would be better if the people this refers to register on the forum and post their own questions.
