EEA Family Permit

Hi all,
Apologies if this has been answered countless of times.
I'm getting married early 2016 (already engaged to her), I am a Dutch national of Pakistani ethnicity with a Dutch passport. I have been living in the UK since 2006 (holding a Dutch passport), I moved from Netherlands to UK when I was 17. I'm currently working in the UK and earn more than the required ~18/19K (have been working for the last year, straight after a few months of leaving University). I can prove regularly that I receive my wage on a monthly basis and such.
My partner is from Pakistan and she's currently on her last year for MBBS (her University is accepted by the UK as it is part of the International Medical Education Directory (IMED) and the spoken language of the academy is English).
The only issue is that I don't own a house/place in my own name (I live with my parents currently by choice). This also causes my expenditure to be a lot less than my income (I probably spend around 200-300 pounds a month tops on various things). I can move out if this is required for her application to succeed as we're planning on getting our own place shortly after she arrives in the UK.
My first question is if I should apply for the EEA Family Permit (instead of the UK Visa for Spouse route) and if there would be any complications (given that I lived in Netherlands below the age of 18 and don't have my own place yet). I'm planning on applying after we get married and by the time she finishes her study (end of 2016) she will be good to move to the UK.
My other question is if she still needs to do an English test as well (this is not an issue, just curious).
