EEA(PR) clarification

Hi All,
Just want to ask if you receive a request for Biometric to be done does that means you will most probably get PR. I am speaking in regards to EEA (PR)
Do they look at the form to find if all documents are there and then deduct fees or they just deduct fees before even looking at the documents.

afaik, it has no bearing on the outcome, it's just part of the processing.

Fees deducted immediately and not refunded on unsuccessful outcome, and biometric is just part of the process and required for success but does not guarantee it.
