permanent resident card EEA FM

Hello ,
I am looking for some information that i cant seem to find anywhere regarding my particular case.
i am looking to get a permanent residence card .
my parents came to work in uk before 2003 and i came with them at that time when i was 19 and have been here since. I cant get paper evidence for myself with qualified status due to gap of 10 months .
from my understanding under 21s would not need to prove established dependency nor qualified status. would i be able to get a PRC in this way as a direct family member of eea qualified national.
Ive got my mothers p60 s from 2004 onwards as proof of her exercising treaty rights as a worker.
any advice is appreciated,
