My brother is currently on a short stay visitors visa and seek to apply for an EEA-FM as the spouse of a Dutch national.

1. will a marriage by proxy where the EEA sponsor is present/double proxy suffice?
2. Between the non-EEA national and EEA sponsor who should be ideally present for the ceremony?
3.Can he apply for the EEA(FM) in-country when he's on a 6 months visitors visa?
4. What supporting documents will required for a successful application.

Yes, they have met and the EEA national is in the uk likewise my brother.
