Right to rent while waiting for resident card EEA2

Im still waiting for my resident card.We are moving to a new flat end of February and our new landlord wants something where it states that i have the right to rent,
I have a COA with right to work but for some reason she doesn't accept as proof.
Personal i think she is a bit over board with it.
Anyone have had the same problem?
Another question when should i inform HO about our new address?
We will be moving the first weekend of March.If everything goes to current timelines my RC should be issued end of Feb/beginning March.

then he has to read the section
If the home office has the tenant's documents
then from there he has to follow this link https://www.gov.uk/landlord-immigration-check
then he will get to the section where he can put your case id number etc
He has to comply with it, it is the law, and has to accepts your COA
