How early to apply before visa expires?

Hi there, I have a quick question: we want to know how early we can send EEA(PR) aplication form for my wife. I am Lithuanian, she is Japanese. We are married for more than 5 years and her 5 years residence card of a family member of EEA National is expiring at the end of May 2016 (issued at the end of May in 2011). We will apply for a Permanent Residence card this time. Do we have to send it just few days before it expires or can we send 1 month before? Or even earlier? I am asking because I am going on holidays about that time and would rather sort ir before the holidays. Thanks for your answers!

A month or 28 days to the expiry date is fine.
