NEED THE RIGHT EEA application form

Hi everyone
My friend recently got married with European girl after the HO gave him the permission to get married as he overstayed and illegal here
my question is which form he needs to fill in ??

if he's married he needs to complete EEA FM form .

We don't even know what country OP is in at the moment. It could be that a FP is required.

We don't know if sponsor is exercising treaty rights or has PR. So any application for an optional RC at the moment may or may not fly.

Hence my question - to apply for what?

He mentioned his friend over stayed here and home office gave permission to marry his fiancée so obviously he might be in the UK and for direct family members need to Fill EEA FM although the home office says it's not mandatory ...in order to get resident card of course Europe national should do their treaty rights but that was not tawfiq question !!

here go
is not me its for my friend
he has no visa illegal here bcs of over stayed
his wife from Hungary and lives in the uk and working as well , got married last month in February with permission from HO
he wants to apply for visa or resident card to be legal here
what is the exactly from ???
