TIER 2 for EEA Citizen - can join periods ?

Hi,
I have an EEA immigration related question I would be glad to get your opinion on:
I am a dual citizen – Bulgarian and none EU working for an international company. The company relocated me to the UK on mid 2012 using Tier 2 ICT Visa in my none EU passport.
On the beginning of 2014 (when the restrictions were lift) I scheduled an appointment with the home office and issued a registration certificate (EEA1).
I do wonder when is the earliest date from which I can count toward my permanent residency – starting from January 2014 is the obvious answer. However, as I was legally living and working here in the UK since 2012 am I able to count since then (section 9.17 in the EEA(PR) from can be used to list ‘other permission types’ – is this appropriate to my case)?
