EEA Resident Card (Father) in UK on Visitor Visa

Hi everyone. I have a very unique situation here. Hope anybody can help me out in here. Let me state some facts first:

1. My Father is in UK on Visitor Visa - Expiring in Mid May 2016.
2. I am German National but currently residing in Germany.
3. I can not move to UK before mid April due to my Job contract.


So my question is, if I move in UK in mid April. Can I apply for my Father Resident card before his visitor visa expiration. I know many people will state that I have to live in UK for atleast 3 months to be a "Qualified Person". But I do not see this as a basic requirement anywhere. Can I simply come, show myself self sufficient and apply for my Father Resident Card within UK before his visa expiration.

P.S. All this hassle is just because I dont want to apply for EEA Family Permit as I heard many people are being rejected while applying EEA Family Permit in Pakistan. Pls advice..

It is not quite as simple as that. You father as a family member in the Ascending line, will need to show dependency.

You need to be extremely careful or he will be precluded from entering the UK ..

Thanks.. I do have sufficient proof of him getting funds through bank transfer to his Pakistani account.
Is it possible if I can apply for his Resident card before 3 month of stay in UK? Pls confirm. Thanks
