Tier 5 to EEA (extended family member - unmarried partner)

Hello! Would be grateful for your help on the following matter. I am a non EEA citizen, in the UK on a 9-month long Tier 5 visa (government exchange). I have lived in the UK on different visas with my EEA partner since almost 3 years and now consider changing my status to EEA (EFM) as an unmarried partner in durable relationship.

Question: can I apply for an EEA (EFM) residence card while in the UK or shall I leave, apply for a family permit, return to the UK and apply for the residence card?
Also, am I permitted to work while on a 6-month family permit?
