Applying for EEA permit in Spain for U.K.

Hi everyone how is everyone today??
I wanted to ask a guestion
I'm a Irish citizen my wife is from Venezuela
The question I want to ask is. We applied for the EEA family permit here in Madrid when my wife did her biometric they lady working in visa centre said that our documents will be sent to London is this the way the British embassy works in Spain?
