EU permanent residence card without comprehensive insurance?

Hi,

A friend, who's a Swedish national, was recently informed that she cannot currently apply for a Permanent residence card as she did not have an EHIC card/comprehensive health insurance while she was a student here.

She has been in the UK for 5 years, 2 of which she was a student.

Would she still be able to apply?

Any advice or guidance on this will be great.

Did she have one of:
  • foreign EHIC
    or RC issued in/before 2011
    or was she covered by benevolent parents' foreign health policy
    or did she have an EEA sponsor in UK as a qualified person whilst she was studying :?:
Otherwise, yes, lack of CSI would stop the person's PR clock and lead to a refusal if no other qualifying period can be found.

Its an optional residence certificate that confirms an EEA national's status in UK.
