British Citizenship for Romanian child

Hi there, I would be thankful if someone can help in the following scenario:

Romanian parents arrived in UK in 2002, accepted as refugees, given refugee cards.
Child born to them in UK in 2003 (Neither Romanian passport nor UK visa etc applied for child)
Parent has been exercising treaty rights after Romania's inclusion in EU. Parent got registered under WRS in 2011.

What is the best option for the child to get BC? Is he automatically a BC? Can he apply directly for registration as British Citizen or does he need to get ILR/PR first?

Do parent need to get ILR/PR before the child can apply for his BC?

Probably best for parent to get ILR or confirmation of PR first. Then register child.

Child does not need PR but at least one parent does before applying to register the child.

If the child was born in the UK and lived here for at least 10 years after being born, then he/she can be registered as a British citizen without the need for the parent to obtain PR first.

From https://www.gov.uk/register-british-cit ... after-1983:

You lived in the UK until you were 10

You can register to become a British citizen if you were born in the UK on or after 1 January 1983 and neither of your parents was a British citizen or settled at that time.

You must:

be 10 or older
and have lived in the UK until you were 10 or older

You must also normally have spent no more than 90 days outside the UK in each of the first 10 years of your life.

If you spent more time than this outside the UK but there are special reasons for this, you’ll need to explain them on the form.

Apply using form T.
