working permit

Hi all,
I applied on 15/08/2015 for my residence card on EEA, despite all request made by me for my COA letter its only 6 months later i received a letter to give my finger prints and 2 months later a negative answer from the UKBA and now i made appeal to the Courts but may take too long time there before any decision. but meantime im nor working and my wife my little son (16 months) and i facing very hardship financial situation where we cant no more rely on my wife earning while waiting.
please i would like your help to know whether i can request politely to the UKBA to send me the COA letter that i didnt receive which will allow me to work for 6 months while mycase is at the Courts and be able to take care of my family because its very difficult for us these weeks i swear even eating is a serious problem and i just fear for my son for his health.
