Hi everyone,

thank you first for making such a great forum, I have learned so much already!
I am about to apply for a PR and have spent the last few days compiling documents and requesting HMRC/NI info - but now I read more conflicting advice, so I hope it is ok to ask.

First, myself:
EU National, in UK since 2006 (only have my NI-letter from 2006), worked 1 year, then studied 2007-2011 (did not have CSI, was not aware of it), but I also worked part-time, then after 2011 I worked full-time most of the time (sometimes I had )hour contracts). I had the same address since 2011.
So, documents I have
2006: NINO letter, confirmation letter (PDF printed, sent today) from company advising I worked there Nov 2006 till July 2007, some bank statements
2007-2011: bank statements, credit card statements, confirmation of student status, some payslips, some job acceptance letters, P60s, Tax letter etc. my university degree transcript,
2012-2015: Bank letters, some payslips, bills etc confirmation of job offers/resignation letters

Now, I know I only need to supply detailed evidence of the past 5 years for the PR but that it is helpful if I can send some older documents - even though they are not ' needed' as such, they still can't be copies, correct? I would still need to send my original NI-letter from 2006 for example, and hope I would receive it back?
Secondly, for the qualifying period - I do not have all payslips anymore. I requested HMRCs employment history and NI overview - do I still need ALL monthly bank statements to show an income? The guidance for the application said to send 'to supply at least 2 documents per year, from a variety of sources' - but then people here mentioned sending ALL their payslips in their application and someone being rejected for lack of evidence of work...so I am a bit worried.

Lastly, would you say it is worse to send only 2-3 documents per previous year (pre 2011) therefore risking rejection by not enough detail or is it ok to write a cover letter, detail when I arrived, the evidence of the past 5 years but also for further consideration I have sent some documents showing I have had PR before this year already?

Thank you so much for your help, I will be sure to set my timeline once I can send my evidence - which may be another 2 weeks or so until the HMRC letters arrive.

Its not necessarily all about the last 5 years.

Did you have a foreign EHIC whilst a student?
Or a RC issued to you as a student in/before 2011?
Either of these could rescue your student years from the doldrums and make them count towards acquiring PR.

Yes, you do need rock-solid documentary supporting evidence; after all why give HO the Spam of 'wriggle room'.
But, as a worker, you don't need every payslip ever; just a sample per year plus P60s, P45s, employer's letter (if possible).

Yes, documents should be originals.

btw - are you an A8 national?

Thank you for your reply, so with my letter from HMRC, the P60 etc I should be ok to prove I was employed for the years then. One of my employers went out of business so it is hard to receive anything from them.
I am a german national.

As for student years - sadly I do not remember receiving anything - the RC is that the yellow card we get from the GP practice? I have one from before Uni and one current one - if thats the right document, is there any way to get a replacement?
Alternatively, my parents may have left my swiss insurance running while I was a student - if that is the case, would it count or does it need to be UK based?
Secondly, I read that this requirement came into action in 2011 - is this true? Then it would not be needed for 2007-2011 and also, I was still a part-time worker - but I had SAAS for student fees.

Those work docs sound ok.

A RC is a Residence Certificate (from HO); you would have had to have applied for it; it simply confirms your status in UK and is optional.

Yes, if you have foreign insurance from a kindly parent that happens to cover you (in UK) too then that could/should be accepted in lieu of CSI.

No, that's a misunderstanding about CSI.
Under EU law, Union citizens have always required CSI (or alternative) so as not to pose a burden on the host country's social assistance system (and unfortunately its not good saying you work out, eat vegetables and never trouble the doctor).
The requirement started being enforced (in UK) in 2011 and is applied retrospectively so CSI (etc) would still required for a period such as 2007-2011.

If you wanted to be classed as a worker (even whilst a student) you would have to show the work was genuine and effective rather than marginal and supplementary (that's EU law again);
and HO also, somewhat controversially, applies its PET/MET tests too (above and beyond the cleaner, purer EU law).

Thank you again - I did more research on the health insurance and found a case of someone being refused brcause the insurance wasnt purchased in UK for UK purposes - so even if I wad still insured in Switzerland, it is doubtful it would be accepted.
However, it seems PR takes a good 6 months, if I wait another,6 months after that, I would still qualify for naturalisation as a worker and then I can prove everything.

In that case then - would you say it would harm my application for PR if I say ~here is all detailed info for 5 years as per qualifying period, but I have been here 10 years, here is some evidence of student status etc - but not send all info? Would it be better to stick to the 5 years only?

A health/sickness policy being 'foreign' is not the only factor. And UK EHICs are unacceptable whilst foreign EHICs do suffice.
Applicants can and do use foreign health cover if the policy covers them.

This is not a visa. Forget the visa mindset.
There is no penalty for being in UK 10 years and not applying until now for DCPR. After all DCPR is optional.

Fill in the form with information as requested.
Don't Spammy Spammer or suppress information to 'tell a good story' and 'make a good case'..

It is the caseworker's job to weigh and assess the case based on and backed up supporting evidence submitted.
She will decide the outcome (whether they can confirm you have acquired PR or not).

Don't forget this is about confirmation of status not 'being given' or 'being granted' PR.
And its not necessarily about the last 5 years, its about whichever period qualifies and can be proven to do so,

A couple of questions...

A couple of recruitment agencies are refusing to give me a letter saying that I worked for them ( I only did 1 shift with each agency). I have an Employment History from HMRC showing that I DID work for them and the pay also shows up on my bank statements. This is the best I can do since they are refusing to co-operate.

Would this suffice in place of payslips?

They won't re issue one so I guess I've got no choice.

HO is not known for giving much benefit of doubt in this area.
