Can foreign ID use instead of passport in EEA FM res card?

Hello all,
My wife needs to apply for an UK residence card as a family member of an Italian citizen. We want to apply as soon as possible given the long time the UK takes to process each application. We are travelling on our honeymoon in about a week for an additional 2 weeks, and therefore need the passport (meaning earliest we could apply would be 3 weeks from now). We are also travelling in December, where we will need her passport again.
Therefore, my question is whether she can send mi Italian ID (no issues there), and her Argentinean National ID card (non EEA) together with a note and evidence showing the travel plans and additionally a certified copy of her passport. We are also thinking of adding to the note that upon our return she will send the original passport too.
The question mainly is whether the Home Office will reject the application or first ask for the passport (or accept the evidence shown). Alternatively, would it be a better idea to wait until we are back from honeymoon to apply (and directly send the passport)?

Keep it simple; apply when you get back.

You need to be focused on application to get it right.

Your ID card isn't a problem,but she needs to send her passport.
