Having a RC doesn't matter or help.
Who is an EEA citizen here?
Is mom dependent on that person?
Otherwise mom to apply for regular UK visit visa.

My husband is EEA citizen and I am holder of residence card. And its my mother whom I planing to invite (his mother in law) so that means a standard visitor visa then.
