EEA FM RC holder: which queue in another EU country?

My non-EEA wife holds an EEA Family Member Residence Card, and we understand that when she arrives in the UK she is supposed to use the EU/EEA queue at the airport. However, we are not sure if the same applies when we visit another EU country. For instance, next week we are going to Spain on holiday, which queue should she use there? Thanks.
