EEA (FM) after Family Permit has expired

Good evening,
I'm writing because I'd like to know some informations about Family Member Residence( 5 Years).
My husband and I are living in the UK and he's got a Family Permit but it's gonna expire on 1 November so now we have to apply for Residence Permit. My question is if we sent in the next days, maybe 10th October the application form and we won't receive the response after Family Permit has expired, what's gonna happen?
I mean, he can stay in Uk working and living even if he doesn't have no more a valid visa and while he will wait for the Residence Permit?

Nothing will happen.
I'm assuming hubby is a non-EEA national and you are an EEA national sponsoring hubby as your dependent.
As long as you are a
qualified person then hubby can remain in UK and remain working (or even studying).
It would be good for you to file the application before FP expires because then hubby should be issued with a 'long COA' which will confirm his right to work in the meantime (whilst waiting for the RC).

.Ok so you think it's better apply before the Visa expires?
Because on November 16th we will change our address and so will it be a problem and Do I have to let them know the change of address?

If you wish to receive a COA confirming hubby's right to work then yes, do apply before the FP expires.
As your are married, hubby should get a long COA anyway if you show you are a qualified person.
Yes, notifying change of address is important too; you can do that just before you move.
Or include a brief letter in the application advising of the upcoming change.
And if you set up
Royal Mail mail redirection from the old to new address then you should have it all covered.

You don't need to wait until expiry (or
28 days before expiry) or anything like that. A FP is not really the same thing as a regular UK domestic visa.
You can apply for the RC as soon as you have assembled all necessary documentary supporting evidence.
(For example, you could have applied 1 day or 1 week after hubby arrived in UK if you had been ready to do so at that time).
