EEA national is paid cash in hand

Dear members,
I had my RC 3years ago and DID applied for ROR 4 months ago ,my ex job still the same since I got my RC ,she was always getting paid cash and that's what is shown on the payslips I submitted her p60
marriage was dissolved 31/03/2016 and her last p60 was up to April 2016 +payslips till April
question im asking if anyone can help please ...
I read at some point applications was refused because caseworker could not match payslips whit what was paid in the bank statement ? does this effect the EU immigration law2006 or just for uk immigration law? can they refuse my application despite I got my RC whit the same circumstances (ex treaty right)?
