Hi,

I am in the process of applying for permanent residency and I've come across comprehensive health insurance section. I've read a lot of posts on this website, and I found that none of them really any similar to mine and all of them sound very scary.

I do not have comprehensive health insurance, never had.
I've moved to the UK from an EEA country (Latvia) when I was 13 year old in 2007, attended an English school and after completing my GCSEs and A-Levels there, I did a 4-year course at the University which gave me a Master of Engineering degree. Now I have a full-time job as a Software Developer.

Timeline:
2007 - 2012 - School (GCSEs and A-Levels)
2012 - 2016 - University
2016 - Present - Job

In all those years that I was in school and at university I was dependent on my parents, I did of course receive student finance in my university days. I lived at home with my parents since I moved to the UK in 2007.

I am dependant on my mother who received her UK passport couple months back, and as far as I know she doesn't have any comprehensive health insurance. My mother is married to a British citizen, my stepfather.

From everything I've read so far, I come to one conclusion!
I have to work in the UK for the next 5 years before I can apply for permanent residency.

Please tell me I am wrong.

Originally I was gonna just apply for naturalisation, like my mother, but registration office told me that I need to acquire my permanent residency first. Is it really the case?

You need to acquire a Document Certifying Permanent Residence before applying for naturalisation.

How did your mother (who I presume is also a Latvian citizen) exercise treaty rights between 2007 and 2016?

Hi, thank you for a quick reply.
She worked in the UK since 2007, I assume that is how she did it.

If she has worked in the UK since 2007 and you moved to the UK with her and were her dependent since 2007, you should be able to apply for PR as the under 21 dependent of an EEA citizen exercising treaty rights.

Apply for PR with proof of your mother's employment between 2007 & 2012 and of your dependency on her for that period. That way, your PR will be dated to 2012 and you will be able to apply for naturalisation as soon as you get your DCPR.
