Return of Documents denied

Hey!
Please help.
Ok so, my wife (She is Chilean, I Italian) applied for the residency card back in march to which was rejected due to lack of evidence. We reapplied in August and with the intention of going for Xmas holidays we have requested our passports back to which they only sent mine. The reason they have stated is that she does not have valid leave to remain, which is why they held her passport. We had already bought our tickets, as during the first application they sent our passports without any issues.
Any ideas on what I should do?
