Oddly worded email in response to EEA Family Permit Applica

I have recieved an oddly worded email from visa office, which says "refusal and then ready to issue visa" any idea what this means. I have tried the contact services few times to seek clarity with no clear response, except that I should take my passport to visa center for further processing. I am taking to them anyway...as I kept it due to travels in mind while application is in process. Any takes....I guess it's all about guess work now lol... : :? :shock:

A decision to refuse your visa application our office is now ready to issue you a UK Visa.  To complete this process we require you to undertake the following steps:

Please take your passport along with a copy of this e mail to the visa application centre where you initially made your application who will forward to the decision making centre in Sheffield

May be its a cut and paste / typo type of error.
