does jobseaker counts for the 5 years EEA PR??

hi
an EEA friend came in 2012 and has now 5 years.
2012-2014 Jobseaker allwence and studying
2014-2015 volunteering while on Jobseaker
2015-2017 working

we are asking every where and nobody giving a claer answer.
most of the ideas are apply and it does depend on the case worker.

Can he apply now for PR??and if yes how big the chance that they will accept it?

any help appriciated.

A Jobseeker for three years? Usually, you can only retain job seeker status for 91 days, longer than that you have to show a genuine chance of being employed which would be difficult given the length of time was three years.

Thx Mrslyfox for your respond.
But I heard that it depends on the case officer,because he was studying to have a genuine chance to find a job which he found based on the study he did while on jobseaker allowance.

On the face of it you need to be realistic - how are you demonstrating exercise of Treaty Rights?
A case worker will not assess your potential for a job and give "credit" in advance, only whether you have exercised treaty rights. For the study period, was CSI in place? Volunteering doesn't count as work, I believe. So again going by the information there's only two years that can count as working. Therefore chances of getting anywhere with an application now are extremely slim.

If your friends sees a future for himself in the UK now is the time to start putting together cast-iron evidence which may help to get PR, even after Brexit (whatever shape that will take). Your friend should register here to explain fully his case.
