please advice on my rights in UK

I would be very grateful for your kind advice of what rights do I have and what to do in my current situation:
My husband is EU national working in the UK for the past 13 years (the same place continuesly).He havent applied for Pernament residence yet
We both entered UK as a married couple and I worked for the first 5 years.
On my first year in UK I registered with Home Office obtaining some sort of certificate as a EU worker in UK.
THen I stopped working, finished Uni and at the momemnt I am about to start my second undergraduate degree in UK.
Recently I found out that I should have pay Comprehensive Insurance Cover during my studies and non working period and I didn`t.
My husband is about to apply for pernament residence and I wonder if he could include me in application as a spouse and sponsor? also I`m about to get quote from insurance company and pay the comprehensive cover, Does it change my situation for better and protect me for the future if I want to continue to live legally in UK.
I`d like to add that we`ve never took any benefits, we were never convicted or anything like that.
