PR Application/CSI Concerns

Hello,

---BACKGROUND---

I'd appreciate some advice regarding CSI and PR application. I'm and EU national and I've been living in the UK since 2006. I moved here with my family and was a minor when the move happened. I've attended school (GCSE's), college (BTEC) and university (BSc 3 years). Worked for about half a year between college and uni. I've graduated in 2015 and have been working since September that year.

During GCSE's and college I lived with my parents as for most of that, I was a minor, and completely relied on their income, as all kids do. I've only moved out for uni and never moved back in with them. They've supported me as little as they could during uni but I was mostly living from grants and student loans. I've been self reliant since graduating.

--QUESTION--

This summer, it'll be 11 years as I've lived in the UK. I've decided to apply for citizenship since this is my home. I saw I needed to apply for permanent residence (PR) first, so I started filling in the online form and learned that there is some kind of CSI health insurance I had to have during my time as a student? I've never heard of this before. Does this essentially vapourise my 11 years of residence and I have to wait 3 more years till I can apply for PR since I've graduated and have been working for 2 years?

At what age did you arrive in the UK? How have your parents exercised treaty rights in the UK? Have they got a DCPR?

I was 15 when I arrived in the UK. I'm not quite sure what treaty rights are, could you elaborate? My mother successfully applied for WPS (Work Permit Scheme) though when we moved.

What nationality/ies are your parents and you?

Did your parents work between 2006 and 2011 (which is presumably when you turned 21)?

Have they applied for a DCPR?

I should clarify that by parents I only mean my mother. Father not relevant since 1995.

My mother and I are Lithuanian. Though I don't see myself as such, the passport says so. My mother worked from 2006 onwards. Yes, I turned 21 in 2011. From what I can gather over the phone, my mother did not have a DCPR, just a work permit. My sister did, though I guess thats irrelevant.

Can the years I was under-age and attending highschool/college be used?
