EEA application with no right to work

I applied for EEA application and married since 2013 but got no right to work they sent me letter didn't provide proof of relationship . Sent them again marriage certificate and again received same letter didn't provide proof of relationship. Now they refused visa as well .. waiting for court ... how to get right to work permission
