EEA family stamp at port

Hello all,
I will appreciate if someone give me details on following matter,
I am residing in Estonia and spouse of Estonian national, we are planning to visit the UK in July, there is visa center but only opening fortnightly on Friday. ( earlier office was working 5 day)
We are going to visit France before heading towards the UK, but what about if I ask at port for eea dependent stamp (1A stamp)?
Can I asks there if to provide all required documents? Or specific people can request.
I was looking for more details on such stamp but found nothing much.
Remember that We all family are living here, and in past 3 family permits already issued in 4 years’ time.
Any suggestions please.
