EEA Family Permit for a Stepson

Hi,
I'm a Polish national exercising treaty rights in Jersey - UK. My wife is an Egyptian national. she came to Jersey on EEA FP bases and now she has 5 years resident card. She has 8 years old son from previous marriage and we would like to bring him here to Jersey.
My questions are:
1- we should apply for an EEA FP visa for him?
2- if yes, in part 7 EEA national section, should we put my or her details? this is really confusing since i am not directly related to him so i guess we should put my wife's details. is that correct?
I appreciate any help, suggestions or directions
