Am I eligible for the residency permit?

I have lived 8.5 years in the UK including 22months abroad.I studied for 2 years and had the european insurance.

1_Am I eligible for the residency permit?
2_Do I have to apply to IRL anyway?
3_Would you advice me to try to get citizenship instead of residency permit?

Yes I am European.

You need to state your complete timeline of what you have been doing for 8.5 years in the UK.

If you have a 5 year qualifying period, you could apply for PR confirmation.

ILR is only relevant to people on the UK immigration rules route.

You cannot apply for British Citizenship until you have a document certifying permanent residence.
