Applying for PR EEA children

Hi all
I would very much appreciate your guidance. I'm helping this family:
Application for PR: Twin sons born EU (2004)
Parents divorced:
Mother: UK naturalised (2011)
Father: EU, 5+ years in the UK

Can we apply for UK PR for the boys (and eventually for citizenship) even though the father doesn't have PR?

The requirement is that they've lived in the UK for five consecutive years during which one of their ancestors was a 'qualified person'. If the mother was never an EEA citizen, that will necessarily be the father (or a grandparent or stepfather). The qualified person need not be the same person throughout the five years. There's a subsidiary requirement that they have not lost PR by subsequently being outside the UK for two whole years.

Remember that, technically, one does not apply for PR. PR is acquired automatically, and one applies for certification that one has acquired it.
