EEA application refused..2017

Hello,
i applied for EEA permit as my wife and our 1year old daughter are there and i want to join them and work and support family there. I also stated that she cannot run her business properly ( coz of small child) if im not there too. More over being family its very hard t be apart and i kindly request to allow EEA permit.
we didnt submit any documents of her company except Hm revenue and Customs registration details copy.
(they said they didnt recieve it even if i put it).
reason for refusal : He is not satisfied my wife is an actively trading self employed person.
Refusal because we didnt supply documents to check my sponsor's activity in uk.
like > 1) Registration status on HM Revenue and Customs
(we gave them the copy but dont know what they did).
2) NO invoices/products or an incountry bank to veryfy the reciept
of fund. There for not satisfied that my spouse is an actively trading
self employed person.
we couldnt submit bank account details in uk coz she has no bank account there coz she has no address proof in uk and she is selling locally now.
We have invoice of sellings and advertisement print outs but no bank account coz we are waiting for an address proof almost all banks refused without a uk addres proof they didnt consider NIN or Company registration documents Hence we can only submit as follows
() advertisements print outs, invoice of selling products for two weeks(until now).
as company details.
I think of including these documents and informing due to no address proof still unable for bank account.
also can i recieve by paypal and put that informations to invoice.
my wife is crying and very brokedown and we think of reapplying with extra documents but some says to appeal
she will consult a lawyer on monday july 10. But we cannot afford a lot too.
please help us.... thanks
