EEA4 Without EEA PASSPORT OR ID

Hello everyone.
I am going to apply for EEA4 PR card i have been living in uk for more than 5 years and my wife has been exercising her treaty rights for all the time.
I have all the proofs to show her treaty rights being exercised during last 5 years.
My problem is that due to our matrimonial issues my wife has refused to provide her passport or identity card in order to assist my PR application. I have copy of her passport in my record and also when i applied EEA2 FIVE years ago her original passport was shown in HO. I am sending my EEA2 attached on passport with this EEA4 application.
Does Barnett and others apply in my case?? What can i do when she is not willing to provide her passport. Will or can HO object or refuse my application on this base whilst i am fulfilling all other requirements. Please help

Have you filed for divorce yet. Is your Residence Card still valid.

You are likely to be ok, depending on the circumstances of your case.

No i have not applied for the divorce yet and my residence card is still valid.
I have all required documents except Passport of my wife and she has refused to provide it.

I am still confused.
What should i do?? We are still living at the same address and not divorced. But she is not ready to cooperate. Is it Ok not send her passport or id with my EEA4 application?? What should i do??

Did you send your application without wife's passport?
What was the outcome?
