EEA PR FOR NON EEA DEPENDENT

Hi
I am married to my wife since 2010 dec got my RC in sep 2012 now its time to apply for PR but there are couple of issues
1.wife left the country after child birth in 2012 and she couldnt come back for 8 months for geniun reasons (baby was sick and baby needed travel document and documents were not prepared due to complexity of documents all proves are in hand)
2.shes been self employed since 2012 todate but first 4 year on under threshold earnings .

Question is shall i go for PR or RC .different lawyers are suggesting me totaly opposite one is saying Apply PR and otgers saying go for RC and then before brexit there will be some deal of eu.

Please any guidelines ......

If the lawyers are correct in what they are saying, then you will not even qualify for Residence card.

A person may earn under the threshold, but are still undertaking genuine and effective activities. It will all depend on the circumstances.
