Romanian National applying PR

HI
My friend is a Romanian national and living in UK since 2011.he has working as self employed but he has never applied for Yellow Card.
I understand that there were restriction for Romanian national before 1 January 2014 which is now lifted.
Since he has spent more than 6 years in UK and exercise his treaty rights as self employed ...will he be eligible to apply for PR on the basis of completion of 5 years and especially e when he had never registered for Yellow Card??
