Pregnant wife entry refused - how to quickly prove I'm a QP

My 5-month pregnant US citizen wife just got her EEA family permit application refused, as HO had doubts about me being a qualified person. This is down to a series of unfortunate events, which I hope to fix in time to see my baby - and need your input.
I am Austrian and have been continuously living in the UK for 7 years, continuously employed, no benefits taken, solid income etc so this should not be an issue.
In February , I applied online for a Qualified Person certificate- but then realised that I should apply right away for a Permanent Residency, which I did. Consequently, I never sent my papers in for the QP. In July, my PR got refused as my passport-pictures were invalid i.e. 2 weeks too old. Sloppy on my side, nonetheless frustrating.
Now as my wife applied the officer doubts my status as QP as he noticed 2(!) refused applications. Me not handing in docs for the QP seems to count as a failed application.
This seems to be easily fixed: re-apply for QP or PR, reapply for eea family permit with this proof. However - the express service has no appointments for 2 months, and I need this to happen quicker. Any ideas? I would hate to miss my baby's birth because of an old passport picture.
