Can I travel visa free to EEA countries with a non EEA permanent residence card who retained rights or do Still need to get a visa?

I believe you still need visa as uk not part of schengen area ,

It has nothing to do with your BRP PR. This is to show that you have permanent residency in the UK.

You need to check if your country/passport allows you to travel to that country with/out appropriate visa prior.
